Dôvera v demokratické procesy klesá na celom svete. Svet čelí mnohým výzvam, ktoré spôsobujú politickú a hospodársku nestabilitu. Inflácia a hroziaca recesia spolu s pretrvávajúcou hrozbou klimatických zmien, pandémiou COVID-19 a ruskou inváziou na Ukrajinu prispeli k poklesu dôvery v demokraciu na celom svete. Počet ľudí, ktorí veria, že demokracia je odpoveďou na tieto problémy, klesá. Z tohto dôvodu výskum minulých a súčasných výziev a napätí v demokracii môže pomôcť lepšie pochopiť a posilniť demokraciu, jej odolnosť a stabilitu. Posilní rozvoj demokracie, podporí participáciu, otvorenosť, pluralizmus, toleranciu, účinnosť verejnej politiky, nediskrimináciu, občiansku angažovanosť, ochranu základných práv a právny štát. Všetky tieto hodnoty odrážajú hodnoty Európskej únie.
Európska komisia preto vydala prehľad všetkých schválených projektov v programe v rámci výzvy “Reshaping democracies” – HORIZON-CL2- 2022-DEMOCRACY-01 a 02.
